Why HN links it
HN readers link Simon Dickson's posts on UK government web design, including a list of things alphagov gets right and a post on new logos for government departments. Both are used as examples of public-sector design.
Summarised by Claude from a sample of 2 HN comments that link here. Each comment is marked recommending, critical or neutral (citing without judging); how this works.

HN discussionThe UK Government (much though I dislike many of its policies) offers a superb example of how to do logos for "subprojects" - or, in this case, Government departments: http://puffbox.com/2012/05/08/new-logos-for-all-government-d... One logo. Clear typography. A distinct colour for each department. That's it. GNU would do well to follow this example.
